California\n      requires an ARF to have a qualified, currently certified administrator, and the\n      administrator must be on the premises the number of hours necessary to manage and\n      administer the facility in compliance with applicable requirements. This\n      vendorization-only service and its 10-hour monthly allotment do not replace that\n      operational coverage. If the parties propose a formal administrator-of-record\n      appointment, the role, authority, duties, on-site presence, and compensation must be\n      documented in a separate written agreement.
