The placement process starts with the person rather than a directory. Rosenthal asks about care needs, mobility, cognition, supervision, routines, room preferences, preferred location, timing, family priorities, and budget. The team then helps narrow the search, coordinate introductions, discuss current availability, and arrange tours when appropriate. The resident, family, or authorized decision-maker remains in control of the final decision.
Care connections may include assisted living and Residential Care Facilities for the Elderly, memory-care environments, non-ambulatory options, hospice-friendly homes, adult residential care, and related care-service connections within the professional network.
Families and residents are not charged a placement or referral fee for Rosenthal placement guidance. Participating care providers may compensate Rosenthal when a placement is completed, and provider availability, rates, licensing, care capabilities, and admission decisions must be confirmed with the individual provider.

Rosenthal Community Care Services supports current and aspiring California residential care operators. Its audience includes people starting an RCFE or ARF from scratch, existing facility owners, administrators, caregivers, investors, landlords, and care professionals who need practical help with the business and operational side of care.
Rather than requiring a large consulting package before a serious conversation can begin, Rosenthal Community Care Services offers a lower-cost entry point through a 30-minute RCFE or ARF consultation. Remote consulting is available throughout California. On-site consulting and inspection-readiness work are concentrated in the High Desert and Inland Empire, with other Southern California areas considered by arrangement.

His background includes more than a decade in corporate financial services, with experience in business analysis, workforce support, reporting, customer-service leadership, complaint resolution, performance tracking, process execution, and structured decision-making.
Within residential care, Marky combines RCFE and ARF administrator knowledge with direct-care experience, licensing readiness, inspection preparation, documentation systems, caregiver education, business planning, and customer and family communication.
As CEO, Marky Pascua leads corporate strategy, brand architecture, new ventures, partnerships, service design, digital tools, education development, and the long-range direction of the Rosenthal organization. His role is to see how separate parts can become a stronger system—and then start building that system before it is obvious to everyone else.
Kelvin Justo Garcia

Kelvin Justo Garcia is an ARF administrator, residential care operator, caregiver leader, and hospitality-focused executive. Before residential care, his experience in fine dining helped develop the standards he now brings to care environments: timing, cleanliness, respectful service, presentation, consistency, and attention to detail.
In residential care, Kelvin Garcia focuses on care operations, staff guidance, resident routines, meals, cleanliness, facility readiness, quality observation, workflow discipline, and the small details that residents and families experience every day.
As COO, Kelvin is the operational counterpart to Marky’s strategy. He evaluates whether a facility feels ready, whether the environment is clean and comfortable, whether workflows make sense, and whether the organization is consistently delivering the standard it promises.
