Two Kinds of Facts — Never Blended
Most senior care directories mix marketing claims with public records until families cannot tell them apart. We keep California's official licensing data strictly separate from what each care home or partner provides.

Choosing an RCFE in California: How to Read the State Record & Tour with Confidence
In California, a 6-bed residential board-and-care home and a 150-bed assisted living community hold the exact same license type: a Residential Care Facility for the Elderly (RCFE) administered by the CDSS Community Care Licensing Division (CCLD). License status is your first filter—never the last word.
1. How to Read CDSS Citations & Complaints
- Type A Citations (Direct Risk): Violations that the state considers a more direct or immediate risk to resident health, safety, or personal rights. Even one warrants a closer look during your tour.
- Type B Citations (Procedural / Potential Risk): Less severe, often procedural or documentation findings.
- Substantiated vs. Unsubstantiated Complaints: Substantiated means the state investigated the complaint and confirmed it. Unsubstantiated or Unfounded means the state investigated and did not confirm it. Inconclusive means evidence did not settle the issue either way.
- Reading the Pattern: A single older citation on a multi-year record is very different from recent, repeated citations.
2. Four Questions Worth Asking in Person on Every Tour
-
"Has anything changed since your last state inspection?"
Online state data comes from periodic imports of state exports; asking clarifies any events or updates since that inspection. -
"Can you walk me through a citation on your record?"
Facilities with transparent practices should be able to explain what occurred and what corrective measures were implemented afterward. -
"What's actually included in the rate you listed?"
Starting rates and care services are self-reported by facility operators rather than verified by the state, requiring direct confirmation of covered costs. -
"What's your current staff-to-resident ratio, today?"
Licensed capacity represents a maximum upper limit rather than a guarantee of actual daily staffing levels.
