An RCFE is a Residential Care Facility for the Elderly. An ARF is an Adult Residential Facility.

Does RCCS serve the entire state of California?
Yes. Eligible remote consulting and administrative services are available throughout California.
Our primary on-site service areas are the High Desert and Inland Empire. Other Southern California locations may be considered by arrangement.
Availability depends on the service requested, scheduling, travel requirements, and the agreed scope.
Does RCCS guarantee results?
No. RCCS provides professional consulting, preparation, organizational, educational, and administrative support.
Government agencies, licensing authorities, fire departments, insurance companies, and other third parties retain their independent decision-making responsibilities.
We cannot guarantee licensing approval, inspection results, claim reimbursement, employment, business profitability, resident admissions, or other specific outcomes.

What is your Full-Service RCFE and ARF Licensing Package?

The published package includes:
- Part A and Part B application preparation support
- Assistance with applicable CDSS-requested adjustments to the prepared application

- A mock pre-licensing inspection before the scheduled official inspection

Does the licensing package include the CDSS application fee?
No. Government application fees are separate.
The applicant remains responsible for applicable licensing fees, required equipment, materials, furnishings, safety devices, government charges, and other third-party expenses.
Can RCCS complete my entire licensing application for me?
RCCS can provide extensive assistance preparing and organizing eligible application packets.
However, applicants must supply accurate information, review their documents, complete required personal obligations, provide necessary records and signatures, and satisfy the applicable government requirements.
Our service does not transfer the applicant's legal or regulatory responsibilities to RCCS.
What happens if CDSS requests corrections to my application?
Our Full-Service Licensing Package includes support with applicable CDSS-requested revisions and corrections relating to the prepared application.
The package provides unlimited adjustments within its stated scope.
Changes involving an entirely different project or services outside the agreement may require separate arrangements.
Can RCCS help me determine whether a property is suitable for an RCFE or ARF?
Yes. RCCS offers preliminary consulting and physical-plant assessment services that may help applicants identify potential concerns.
We can discuss your intended facility model, capacity, layout, operational needs, and visible preparation considerations.
Where appropriate, we may also connect clients with relevant real estate professionals.
Our review is not a substitute for official zoning, building, fire, or licensing approval.
Do you prepare facility sketches for licensing applications?
Yes. RCCS offers a custom LIC 999 facility sketch preparation service.
Applicants provide the required facility measurements, layout information, and other necessary property details.
Final acceptance of any submitted sketch remains with the licensing authority.
Can you help with startup financial and operational planning?
Yes. Our consulting services can address startup costs, staffing assumptions, operating expenses, preliminary pricing, occupancy considerations, and business planning.

RCCS does not perform government fire inspections or issue fire clearances.
What is the difference between a Fire Pre-Inspection and a Licensing Pre-Inspection?

A Fire Pre-Inspection focuses primarily on visible fire and life-safety preparation concerns.
A Licensing Pre-Inspection addresses broader facility and operational readiness, potentially including documentation, staffing records, policies, emergency procedures, physical-plant conditions, and administrative systems.
Neither service substitutes for official inspections.
Can RCCS perform a mock inspection before CDSS visits?
Yes. RCCS offers preparatory licensing walkthroughs intended to help owners identify concerns before an official inspection.
A mock inspection provides an opportunity to discuss facility readiness, document organization, operational processes, and potential preparation gaps.
The official licensing inspector retains complete authority over actual findings and approval decisions.
Do I need both inspection preparation services?
Not necessarily. Your needs depend on your facility's current preparation, inspection schedule, prior inspection findings, and operational circumstances.
If your primary concern involves fire readiness, the Fire Pre-Inspection may be appropriate.
If you need a broader assessment of operational and licensing readiness, consider the Licensing Pre-Inspection.

Can RCCS attend or assist during an actual inspection?
On-site consulting during an inspection may be discussed as a separate engagement, subject to availability, the inspector's requirements, and the agreed service scope.
RCCS cannot direct an inspector, override official findings, or guarantee that our presence will change an inspection outcome.
Can RCCS help after I receive inspection deficiencies?

How much does the Claims Recovery Service cost?
RCCS uses an Administrative Deposit combined with a recovery-based fee structure for accepted claims.
The applicable deposit and recovery percentage depend on the rate available when your service agreement is executed.
The deposit is credited toward the applicable recovery fee when money is successfully recovered, according to the agreement.

Is the Administrative Deposit refundable if no money is recovered?
RCCS offers conditional Administrative Deposit protection, subject to the specific terms of the signed agreement.
Refund eligibility depends on requirements such as complete documentation, cooperation, timely responses, required authorizations, applicable time periods, and compliance with the agreement.
The deposit may become nonrefundable when specified client actions or omissions materially interfere with recovery efforts.
Your signed agreement controls the actual refund conditions.
What documents will RCCS need for a claim review?
Required documents vary by claim. RCCS may request relevant materials such as:
