About
Built by caregivers, administrators, and systems builders.
Rosenthal Community Care Services supports the care industry through consulting, licensing readiness support, fire clearance preparation, operational tools, documentation templates, caregiver education, and practical business guidance for RCFE, ARF, assisted living, board and care, and residential care providers.
What makes RCCS different?
RCCS is not written from theory alone. It is built from the lived experience of caregivers, administrators, residential care operators, startup planners, and people who understand how much structure is needed behind good care.
Caregiver-Level Reality
We understand the daily flow, resident needs, caregiver challenges, and family expectations inside a care home.
Administrator Mindset
We think in terms of documentation, readiness, supervision, reporting, inspection preparation, and compliance culture.
Business Systems
We build tools, calculators, templates, and workflows that help owners make clearer decisions.
Training Foundation
We create caregiver education that emphasizes dignity, safety, communication, observation, and accountability.
Rosenthal Community Care Services was created to help care providers become more organized, more prepared, and more confident in the business side of care. Many providers enter the RCFE, ARF, assisted living, or residential care field with compassion, but quickly discover that compassion alone is not enough. A care business also needs structure, documentation, readiness, staffing awareness, financial understanding, training systems, and clear operational standards.
RCCS exists to support that gap. We help owners, administrators, caregivers, and startup providers understand the practical details behind facility operations, licensing preparation, fire clearance readiness, caregiver education, documentation, pricing, profitability, and day-to-day systems.
Our belief is simple: a care home should feel human, but it must operate with structure. Good care depends on both.
Experience that fits the RCCS mission.
For RCCS, our background is not presented as a luxury-home story. It is presented through the skills that matter to consulting, training, documentation, tools, operations, caregiver support, and provider readiness.
Marky Ramone Richmond Pascua
Caregiver. Administrator. Founder. Systems Builder.
Marky Ramone Richmond Pascua is the founder of Rosenthal Community Care Services. His background combines residential care experience, administrator-level training, caregiver education development, business operations, data analysis, customer service leadership, compliance thinking, and systems building.
Before building RCCS, Marky developed a strong operational foundation through years of customer service, workforce support, reporting, schedule compliance, complaint resolution, staff training exposure, and performance tracking within a large financial institution. That experience shaped the way RCCS approaches care businesses: with structure, documentation, accountability, communication, and organized decision-making.
In residential care, Marky has served in caregiver and administrator-support roles across RCFE and ARF environments. He has experience with resident care flow, facility documentation, licensing readiness, inspection preparation, staff coordination, family communication, and operational planning. His work through RCCS focuses on turning those experiences into practical tools, training, templates, calculators, and consulting support for care providers.
Kelvin Justo Garcia
Hospitality standards, caregiver leadership, and daily care quality.
Kelvin Justo Garcia is the co-owner of Rosenthal Community Care Services. His background strengthens the human-care and daily-operations side of RCCS. He brings experience in hospitality, caregiver leadership, resident support, staff guidance, daily care flow, cleanliness standards, service presentation, and consistent care routines.
Before working in residential care, Kelvin served in fine dining and hospitality environments where attention to detail, professionalism, timing, presentation, cleanliness, and respectful service were essential. That experience helps shape the RCCS standard for caregiver education and facility support: residents should not only receive care, they should experience dignity, calmness, cleanliness, consistency, and respect.
Kelvin later entered caregiving and residential care settings, including assisted living environments where he supported residents directly and helped guide new caregivers. His RCCS role supports the development of practical training and operational standards that reflect what actually happens inside care homes: morning routines, meals, personal care, resident communication, caregiver reliability, and day-to-day service quality.

We balance business structure with human care.
A residential care business must be prepared for licensing expectations, fire clearance readiness, resident care needs, staffing realities, documentation, caregiver training, family communication, and financial sustainability.
But care is never just paperwork. Every system affects residents, families, caregivers, administrators, and owners. RCCS was built to help providers organize the work while keeping the person at the center of care.
