Rosenthal Community Care Services

4-Bed ARF Program Design & Vendorization Support | Levels 3–6

Specialized consulting for qualified applicants developing a 4-bed ARF or another eligible Adult Residential Facility program at Service Levels 3 through 6 through Inland Regional Center.

INLAND REGIONAL CENTER ONLY
Specialized ARF Consulting

Build Your 4-Bed ARF Level 3–6 Program With Professional Support

Developing a specialized Adult Residential Facility program requires organized program design, appropriate staffing and supervision planning, professional consultation, and careful administrative preparation. RCCS also assists applicants proposing other eligible ARF capacities.

Rosenthal Community Care Services provides independent consulting for qualified applicants developing eligible Level 3–6 residential programs through Inland Regional Center.

Our service focuses on organizing your proposed program, preparing program-design documentation and helping you understand the vendorization preparation process.

Important: CDSS ARF Licensing Is Not Included

This Levels 3–6 program-design and vendorization service does not include preparation of a CDSS Adult Residential Facility license application, including an application to start a 4-bed ARF.

CDSS application preparation is available separately through our Full Service RCFE / ARF License Application Package, which supports qualifying 4-bed ARF licensing and 6-bed RCFE licensing projects. This IRC vendorization package is for ARF programs, not RCFE vendorization.

Applicants who need both services must purchase them separately.

Two Different Services. Two Separate Prices.

Our program-design and vendorization service for Levels 3–6 and our CDSS ARF licensing package serve different purposes. The vendorization package has the same price for every level from 3 through 6. Both have scheduled price increases in January 2027.

Do You Need Both Services?

If you require CDSS ARF licensing preparation as well as Levels 3–6 program design and vendorization assistance, you may need both packages.

Each service has its own scope, purchase price and service agreement. Purchasing one does not automatically include the other.

If you already hold an ARF license, contact RCCS to discuss whether additional licensing assistance may be necessary.

Qualified Administrator Support for Levels 3–6

RCCS can provide an administrator whose experience corresponds to the proposed service level, subject to qualification and availability review. Compare the monthly rates below:

Administrator experience and monthly fees while the IRC application is pending
Service level Experience requirement With vendorization package Administrator only
Level 3 9+ months of qualifying Level 3-or-higher experience $1,500/month $1,800/month
Level 4 12+ months of qualifying Level 4-or-higher experience $2,000/month $2,500/month
Levels 5 and 6 12+ months of qualifying experience for the applicable Level 5 or Level 6 program, subject to IRC review $2,500/month $3,200/month

The vendorization package has the same price for Levels 3 through 6 because those applications generally take a similar amount of time to complete.

Administrator services and program-design/vendorization services each require a separate service agreement. The “with vendorization package” administrator rate applies when you also purchase the vendorization package; purchasing that package alone does not engage an administrator.

Experience, administrator eligibility, availability, scope and start date must be reviewed and confirmed before engagement. The regional center makes all vendorization decisions.
