Our service focuses on organizing your proposed program, preparing program-design documentation and helping you understand the vendorization preparation process.
Important: CDSS ARF Licensing Is Not Included
This Levels 3–6 program-design and vendorization service does not include preparation of a CDSS Adult Residential Facility license application, including an application to start a 4-bed ARF.
CDSS application preparation is available separately through our Full Service RCFE / ARF License Application Package, which supports qualifying 4-bed ARF licensing and 6-bed RCFE licensing projects. This IRC vendorization package is for ARF programs, not RCFE vendorization.
Applicants who need both services must purchase them separately.

Our program-design and vendorization service for Levels 3–6 and our CDSS ARF licensing package serve different purposes. The vendorization package has the same price for every level from 3 through 6. Both have scheduled price increases in January 2027.

Qualified Administrator Support for Levels 3–6
RCCS can provide an administrator whose experience corresponds to the proposed service level, subject to qualification and availability review. Compare the monthly rates below:

The vendorization package has the same price for Levels 3 through 6 because those applications generally take a similar amount of time to complete.
Administrator services and program-design/vendorization services each require a separate service agreement. The “with vendorization package” administrator rate applies when you also purchase the vendorization package; purchasing that package alone does not engage an administrator.
Experience, administrator eligibility, availability, scope and start date must be reviewed and confirmed before engagement. The regional center makes all vendorization decisions.

The Levels 3–6 IRC vendorization service on this page is exclusively for qualifying ARF projects.

A proposed Level 3–6 ARF program requires careful planning for staffing, supervision, professional consultation and individualized service delivery, subject to the program's specific requirements.

Evaluate applicable staffing requirements, resident needs, shift coverage, relief personnel and projected employment expenses.
Professional Consultation
Determine applicable consultant requirements, professional qualifications and specialized support arrangements.
Overnight Supervision
Develop an overnight staffing and supervision plan appropriate to the requirements applicable to your proposed program.
Financial preparedness: Your proposed program should be supported by a realistic operating budget covering staffing, professional consultation, property expenses, insurance, training and other costs.

Can RCCS help me develop a 4-bed ARF at Service Levels 3–6?
Yes. This consulting package can support qualified applicants proposing a 4-bed ARF for Inland Regional Center's Levels 3–6 programs, subject to applicable program requirements, qualifications, and IRC's review. Other eligible ARF capacities may also be discussed. A CDSS ARF license application is a separate service.
Does this vendorization package cover a 6-bed RCFE?
No. This service is for qualifying ARF Levels 3–6 program design and Inland Regional Center vendorization preparation. If you are starting a 6-bed RCFE in California, our separate Full Service RCFE / ARF License Application Package offers RCFE licensing preparation. Purchasing that licensing service does not include this ARF vendorization package.
Does the Levels 3–6 program-design and vendorization service include my CDSS ARF license application?
No. The Levels 3–6 program-design and vendorization service does not include CDSS ARF licensing application preparation.
Our separate Full Service RCFE / ARF License Application Package is available for eligible applicants who need CDSS application preparation, including 4-bed ARF licensing.
How much is the separate CDSS ARF licensing package?
The current 2026 price is $3,500. The scheduled price beginning January 2027 is $4,500.
Do I need to purchase both services?
That depends on your current licensing status and proposed project. If you require both CDSS application preparation and Levels 3–6 program-design assistance, the two services are purchased separately.
When will the prices increase?
Both increases are scheduled for January 2027.
Levels 3–6 consulting will increase to $6,000. The separate CDSS licensing package will increase to $4,500.
Does contacting RCCS now reserve current pricing?
No. Submitting an inquiry alone does not reserve a service price.
Pricing and payment requirements will be confirmed when your purchase and service agreement are accepted.
Do I need an existing ARF license?
Requirements depend on your application stage and vendorization pathway.
Confirm the applicable requirements with IRC before purchasing consulting services.
Does RCCS prepare my Levels 3–6 program design?
Yes. Program-design preparation is the central focus of this service.
Specific deliverables, revisions and application support are defined in your service agreement.
Does RCCS communicate directly with IRC?
Direct correspondence or submission on your behalf must be expressly included in the agreed service scope and supported by appropriate authorization.
Does RCCS guarantee Levels 3–6 vendorization?
No. Vendorization decisions are made by the appropriate regional center.
RCCS provides independent consulting and preparation support.
Does vendorization guarantee resident placements?
No. Vendorization does not guarantee referrals, resident placements, occupancy or revenue.
Can facilities outside Inland Regional Center purchase this package?
This specialized service is designed exclusively for Inland Regional Center applicants.

This program-design and vendorization engagement for Levels 3–6 does not include the separate CDSS ARF license application package.
Neither service guarantees licensing, vendorization, referrals, resident placements or financial outcomes.
Government fees, professional fees, staffing costs, property expenses, insurance and other third-party charges are separate unless expressly included in the applicable service agreement.
