Experienced administrator support for qualified Adult Residential Facility applicants pursuing Regional Center vendorization at Service Levels 3 through 6.
Administrator Support for Levels 3–6Administrator Support for the Regional Center Process
RCCS can provide an administrator with experience corresponding to the proposed service level. The administrator supports the facility’s Regional Center vendorization process, including required Regional Center discussions and interviews.
- Up to 10 hours of on-site administrator support per month for the contracted facility.
- Attendance at applicable Regional Center conference calls, meetings, and panel interviews related to the vendorization application.
- Administrator experience aligned with the applicable service level, subject to qualification review and availability.
- Monthly administrator support while the Regional Center application is pending, according to the signed service agreement.
Monthly Administrator Rates
The monthly fee depends on the service level and whether you also purchase RCCS’s separate program-design and vendorization package.

Experience documents, administrator eligibility, Regional Center acceptance, service level, and availability must be reviewed before engagement. Regional Center decisions are made by the applicable Regional Center.
The vendorization package is a separate service with its own scope, price, and agreement. Its package price is the same for Levels 3 through 6 because the application process generally requires a similar amount of time. The bundled administrator rate applies only when that package is also purchased. Administrator support can also be purchased separately at the administrator-only rate shown above.
Additional On-Site Hours
The monthly fee includes up to 10 on-site administrator hours. Any additional on-site time requested by the facility is billed at $100 per hour. Additional hours must be arranged and approved in advance.
Regional Center conference calls, meetings, and panel interviews related to vendorization are part of the administrator’s required participation. Any in-person attendance beyond the included 10 on-site hours is billed at the additional on-site rate.
Scope of the Administrator Engagement
This service is limited to administrator support for Regional Center vendorization. It does not include daily facility management, staffing, resident care, clinical oversight, or responsibility for owner-controlled operating decisions. The licensee remains responsible for facility operations, subject to any duties that applicable law places on a designated administrator.
Administrator role and legal duties: This product does not, by itself, appoint an individual as the ARF’s CDSS administrator of record. California requires an ARF to have a qualified, currently certified administrator, and the administrator must be on the premises the number of hours necessary to manage and administer the facility in compliance with applicable requirements. This vendorization-only service and its 10-hour monthly allotment do not replace that operational coverage. If the parties propose a formal administrator-of-record appointment, the role, authority, duties, on-site presence, and compensation must be documented in a separate written agreement. No contract term can waive a legal duty imposed on a designated administrator. Review CDSS administrator regulations.
The administrator’s responsibilities are limited to the specific vendorization services, time allotment, and authority stated in the signed agreement. The administrator is not authorized to make facility operating decisions unless those duties and authority are separately agreed in writing.
Separate Service Agreements
Administrator support and program-design/vendorization consulting are separate services. Each requires its own written service agreement describing scope, term, fees, responsibilities, communication, and any authorized Regional Center participation. Purchasing one service does not automatically include the other.
RCCS does not guarantee licensing, vendorization approval, Regional Center referrals, resident placements, occupancy, or revenue. The Regional Center makes all vendorization determinations.
